Under current law, drivers involved in a road accident with no injuries and no significant material damage may complete an agreed statement of facts by filling in the standard form with all the accident details.
Another option is to complete the agreed statement online using the Amiabila app, although the process may be a bit more difficult for people who are not very comfortable using phone apps.
An agreed statement can be completed only if both vehicles had valid RCA insurance on the date of the accident. That is why, before you ever find yourself in this situation, it is worth knowing exactly when your policy expires and how much renewal would cost.

Filling in the agreed statement after a road incident is the procedure used to settle damage claims without involving the Police.
In brief: what to do at the scene of the accident
The 6 essential steps are explained in detail below.
-
1Check whether anyone is injured
If there are injuries, call 112; the agreed statement cannot be used.
-
2Check the conditions
Maximum two vehicles, only material damage, and both drivers must agree.
-
3Prepare the documents
RCA policy, driving licence, and registration certificate for both vehicles.
-
4Complete the statement
The 15 sections are filled in together, on the paper form or in the Amiabila app.
-
5Photograph the scene
Detailed photos of the vehicles and damage can help clarify the circumstances later.
-
6Sign and notify the insurer
Each driver keeps a signed copy; the injured party asks the liable driver’s insurer to open the claim file.
The injured party in a road accident settled through an agreed statement must notify the insurer of the at-fault driver and request that a claim file be opened.
This form can be obtained free of charge from the insurer or insurance agent through whom the RCA policy was concluded. It can also be picked up from the office of any nearby motor insurance company.
There is also an agreed statement form in PDF format that can be printed and used; the only difference is that it must be completed in two copies because it does not automatically create a carbon copy, unlike the original form.
Conditions required to complete the agreed statement
To complete an agreed statement between the participants in a road accident, Romanian law requires several conditions to be met, namely:
- the accident is minor and resulted only in material damage, with no injuries;
- no more than two vehicles are involved;
- there is no damage caused to any other person beyond the two parties involved in the road accident;
- the two drivers involved in the incident agree on the circumstances in which the accident occurred, on who was at fault, and on completing the agreed statement.

RCA insurance covers several types of risk, but the agreed statement can be used only when the incident results in material damage. If the accident causes bodily injury, the amicable procedure cannot be used and the Police must be called.
How to fill in the agreed statement: a completion guide
Filling in the agreed statement is often a nuisance for drivers involved in a road accident. Even so, the process is straightforward and can be completed quickly without too much difficulty.
Before starting, drivers should make sure they have the necessary documents at hand, namely the RCA policies and driving licences, and that they agree on all the circumstances in which the accident occurred, its location, and the most important damage sustained by the vehicles.
The image below shows a sample agreed statement that has been completed and includes the instructions needed to fill out the form correctly and quickly.

The photo above shows an example of a completed agreed statement, and it is easy to see that the process is fairly simple. If you have all the required documents available, it should not take very long.

What to do after completing and signing the agreed statement form
Once the accident report form has been completed and signed, each of the two drivers involved will keep one copy.
The form has two sheets, and the original writing on the first sheet is transferred to the second one, so that each party to the accident receives a copy.
After both drivers have signed the agreed statement, there is no longer any need to go to the Police. The injured party must notify the at-fault driver’s insurance company and send the completed agreed statement form within a maximum of 24 hours after signing.
It is recommended that the injured party check that all the information entered on the agreed statement is correct and also request copies of the following documents from the at-fault driver: the RCA insurance contract, the vehicle registration document, the vehicle registration certificate, and the other driver’s identity card and driving licence.
RCA insurance covers only damage caused to third parties. If the vehicle is left immobilised after impact, a road assistance policy can help at the scene, for example by arranging towing.
It can also be very useful for both parties to take detailed photos at the accident scene, as these images may clarify any doubts the insurer may have about how and under what circumstances the incident occurred.
After the accident is reported and the agreed statement is submitted to the at-fault party’s insurer, that insurer will provide the injured party with all the details needed to carry out the inspection, open the claim file, and later pay the compensation due.
The next steps, from claim registration to compensation payment, are explained in the guide on how to open an RCA claim file.
Where can you get an agreed statement form?
This is a very common question among drivers, as many vehicle owners want to keep an agreed statement form in their car in case they are involved in a minor road accident.
First of all, in such situations, the agreed statement can be completed online using the Amiabila app, which is also the option recommended by insurers because it is easy to use and allows the exact location of the accident to be recorded, along with photos uploaded in real time.
If, for various reasons, the agreed statement cannot be completed online, a standard paper form can be used and obtained from insurance companies or insurance intermediaries.
Those who took out their RCA insurance online and do not have an agreed statement form can contact the website through which they purchased it; it may provide solutions or direct them to a physical office where they can obtain the form.
For our customers who purchased RCA insurance through asignet.ro, we provide guidance for installing and completing the statement in the Amiabila app if they choose this option and have the necessary technical means available, namely a smartphone.
If asignet.ro customers want a physical agreed statement form, they can contact us and we will provide either a PDF version they can print themselves or send them, by post/courier, a form supplied by insurers, although this may take some time.
It is also permitted to complete the statement on a printed PDF agreed statement form on ordinary paper; in practice, insurers usually request this document only to register the claim, after which other forms must still be completed for the damage inspection and notification process.
This is yet another reason to take out RCA insurance through asignet.ro: you can always receive guidance on completing the agreed statement after an accident, and we can also provide the form in PDF format or as a physical copy delivered by post/courier.
In addition, on asignet.ro you can calculate an RCA offer in under 2 minutes and, with just a few clicks, buy cheap RCA insurance online without unnecessary trips and without having to provide a large stack of documents.
Buying RCA from us? We help with the agreed statement too.
Our clients receive guidance on completing the agreed statement, plus the PDF form
Almost everything related to a private car is now digitised: insurance, road tax, and the technical inspection can all be checked online on specialised websites to verify their validity. So, to find and conclude the cheapest RCA insurance, the process must be simple and fast, and payment is also made online by card, under maximum security conditions.
The advantages of buying insurance online are certainly worth noting. First, the issuing platform is available nonstop, 24 hours a day. Just as important is the ability to compare all available market offers and choose the one you consider most advantageous.
Last but not least, you avoid bureaucracy, the need to show agents all the vehicle and owner documents, and the unnecessary trips or queues you might otherwise have to deal with.
In just a few dozen seconds, you can complete the RCA quotation and issuance process online. The policy is delivered instantly to your phone, laptop, or email, and there is no need to print it because, under Norm No. 20/2017, RCA insurance is valid in electronic form, in physical form, or can be confirmed by checking the CEDAM database.
